The fleet bureau isn\u2019t sure what hands-on training will look like once sessions resume.\u00a0<\/b><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Public sector fleet organizations have suspended their on-site training programs during the COVID-19 pandemic, and groups offering technical certifications have canceled on-site testing and extended certification expiration dates.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">As of May, states are cautiously opening up again. As public fleets try to go back to business as normal, expect more reliance on online training and testing, lower training budgets, and precautions to keep instructors and students safe.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>How Training is Affected <\/strong><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Tomika Gordley is the training coordinator for the City of Long Beach, Calif., fleet and serves as the training coordinator for the Municipal Equipment Maintenance Association (MEMA) in Southern California.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">She said training has been disrupted at the fleet level as well as the association level.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cWe have roughly three training classes a month, so it\u2019s drastically impacted our training opportunities here [in Long Beach]. For MEMA, we roughly try to aim for six training opportunities in a year and we haven\u2019t been able to hold one yet this year,\u201d she reported in late April.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">And it\u2019s not just because Long Beach had half its technicians working on-site for a week, then staying home the next week. It\u2019s also because vendors are reluctant to schedule classes because they are unsure about class sizes and demand, she said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Luckily, many vendors do provide online learning opportunities, offering hundreds of classes. Technicians who aren\u2019t in the shop are asked to take these classes while at home, and Gordley said the most popular ones are ASE (National Institute for Automotive Service Excellence) refresher classes.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Gordley isn\u2019t sure yet when in-person training will resume, but she does expect e-learning to continue to be available to technicians.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">The City of Columbus, Ohio, has its technicians working in four-hour shifts to allow for social distancing. After a six-week training hiatus (as of early May), Columbus is already looking forward. Fleet Administrator Kelly Reagan said he\u2019s looking into getting Cummins into the facility with compressed natural gas (CNG) motor training in the summer. The last time they did this, the class had 65 technicians \u2014 this summer, class size might be limited to as low as 25, he said.<\/span><\/p>\n<figure class=\"article-img\" style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><img class=\"wrapImageCMS aligncenter\" src=\"https:\/\/fleetimages.bobitstudios.com\/upload\/government-fleet\/content\/article\/2020-06\/ase-patch-__-720x516-s.jpg\" alt=\"ASE\u2019s new app gives technicians the ability to extend their A-series certifications online.\u00a0 - Photo: ASE\" \/><\/span><figcaption class=\"caption-description\">\n<p style=\"text-align: center;\"><span style=\"color: #0000ff;\">ASE\u2019s new app gives technicians the ability to extend their A-series certifications online. <\/span><span style=\"color: #0000ff;\"><em>Photo: ASE<\/em><\/span><\/p>\n<\/figcaption><\/figure>\n<h2 style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Expiring Certifications Are Extended<\/strong><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">ASE automatically extended expiration dates for those whose certifications are expiring June 30, <a style=\"color: #0000ff;\" href=\"https:\/\/www.government-fleet.com\/354398\/ase-extends-expiring-certifications-until-dec-31\">moving it to Dec. 31<\/a>. This allows those who were unable to take recertification tests due to test site closures and social distancing rules more time to recertify. ASE also announced it would <a style=\"color: #0000ff;\" href=\"https:\/\/www.government-fleet.com\/358354\/ase-begins-to-resume-testing\">resume testing in select locations in mid May<\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Similarly, the EVT Certification Commission has automatically extended any certifications expiring in 2020 to the <a style=\"color: #0000ff;\" href=\"https:\/\/www.government-fleet.com\/358362\/evt-extends-expiring-certifications-to-dec-31\">end of the year, Dec. 31<\/a>. It canceled its June EVT nationwide exams and is expected to continue its next nationwide testing, scheduled for Oct. 14-20.<\/span><\/p>\n<div class=\"widget-full-width-box\" style=\"text-align: justify;\">\n<h2 class=\"widget-bulb-title\"><span style=\"color: #0000ff;\">ASE\u2019s New App Allows for Certification Extensions<\/span><\/h2>\n<p><span style=\"color: #0000ff;\">In addition to the six-month automatic extension for those whose certifications are expiring June 30, the National Institute for Automotive Service Excellence (ASE) is offering a new mobile application that allows technicians to maintain their certifications using their phone.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">Here\u2019s more information about the app from Trish Serratore, senior VP of communications at ASE:<\/span><\/p>\n<ul>\n<li><span style=\"color: #0000ff;\"><strong>How it works: <\/strong>Technicians receive a question a month via the app, for a total of eight questions in eight months (for each certification). Those who answer the questions correctly extend their certifications for another year.<\/span><\/li>\n<li><span style=\"color: #0000ff;\"><strong>Time limit: <\/strong>Each question is timed, but technicians can choose to answer the questions at any time before the eight months is up. Afterward, they can continue to receive questions to keep up their knowledge, although this won\u2019t affect their certification renewal.<\/span><\/li>\n<li><span style=\"color: #0000ff;\"><strong>If you get an answer wrong: <\/strong>The app will show the correct answer, and in two weeks, the technician receives a new question on the same topic to replace the original question.<\/span><\/li>\n<li><span style=\"color: #0000ff;\"><strong>New questions: <\/strong>Questions from the app come from a new pool of test questions that are focused on newer technologies. Because technicians using this app have been certified for years, this ensures they\u2019re updating their skills.<\/span><\/li>\n<li><span style=\"color: #0000ff;\"><strong>Which certifications this works for: <\/strong>A series (A1 to A9).<\/span><\/li>\n<li><span style=\"color: #0000ff;\"><strong>What it doesn\u2019t work for:<\/strong> First-time certifications, and any other recertifications except for the Automobile series.<\/span><\/li>\n<li><span style=\"color: #0000ff;\"><strong>How often certifications can be extended this way:<\/strong> Indefinitely.<\/span><\/li>\n<li><span style=\"color: #0000ff;\"><strong>Cost: <\/strong>$48 annually for the app, for one or multiple certifications.<\/span><\/li>\n<li><span style=\"color: #0000ff;\"><strong>Good to know: <\/strong>This can be used only if the technician has at least eight months before his or her certification expires. Those who have earlier expiration dates should go to a test center.<\/span><\/li>\n<li><span style=\"color: #0000ff;\"><strong>Plans for expanding to other series: <\/strong>ASE will determine the program\u2019s success before expanding it.<\/span><\/li>\n<\/ul>\n<\/div>\n<h2 style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Testing Sites May Be Changing<\/strong><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">The City of Columbus is an official testing center for ASE and EVT certifications, as well as CNG tank certification testing. Testing usually happens once a month, but the city had to skip its April testing, and Reagan doesn\u2019t expect to begin testing again until July. Even then, things won\u2019t be the same as before.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cWe may not be able to test as many people, and there will be social distancing happening. There will be health checks before anyone can enter our facilities,\u201d he said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">As of May, technicians must pass a health check before each shift (consisting of questions from the Centers for Disease Control and Prevention and a temperature check). To keep his own employees safe, Reagan anticipates all test takers entering the facility will have to undergo the same health check, and desks will be spaced out more. This could mean limiting the number of test takers by up to half, he said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Reagan believes in the future, we may see more online testing and moving away from proctored on-site testing. Classes in the future may be more spaced out and with fewer students.\u00a0<\/span><span style=\"color: #0000ff;\"><em>Photo: Columbus<\/em><\/span><\/p>\n<\/figcaption><\/figure>\n<h2 style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Why Online Training Can Only Be a Supplement<\/strong><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">While fleet managers may be turning to online classes to supplement their training, Dan Berlenbach, fleet services manager for the City of Long Beach, wonders how easily technical skills can be taught online.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cDo you need to actually learn by touching and doing it with your hands?\u201d he said. \u201cAnd if you are [looking at] PowerPoint slides, how can you enhance retention of the knowledge\u2026if it\u2019s not in a live setting, if there\u2019s no lab?\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Gordley agrees, stating that online classes are \u201cextremely limiting.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cOur group of guys here, they are definitely a hands-on group\u2026Being able to touch and see the equipment, see how it works, see what to unscrew, see what to plug in, that enhances their training opportunity. So it\u2019s definitely a change for them doing online training,\u201d she said.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Budget Cuts May Reduce Training Opportunities<\/strong><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Gordley said she\u2019d been told the training budget for Long Beach would likely decrease to less than half what it was the prior year, which was around $75,000. This will likely reduce the number of classes the city\u2019s fleet bureau can offer.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Reagan expects a reduced capital budget the next fiscal-year, but a flat operational budget. His goal is to not cut the $75,000 annual training budget.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cI\u2019ve said if we\u2019re going to cut anywhere, that\u2019s not one place we cut, is training,\u201d he said. \u201cI calculate the return on investment, and for every dollar I spend in training, there\u2019s a return.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">And while other fleet operations may face larger cuts than his, Reagan urges them to keep their training dollars intact.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cI think what\u2019s unfortunate is the first place [fleets] are going to look to cut is training, and that\u2019s really the last place that we want you to look. Training dollars should remain in place so folks can continue to grow,\u201d he said.<\/span><\/p>\n<div class=\"widget-full-width-box\">\n<h2 class=\"widget-eye-title\" style=\"text-align: justify;\"><span style=\"color: #0000ff;\">A Trainer\u2019s Perspective<\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">For the past six weeks (as of early May), Energy Transfer Technology, a technical training company specializing in hands-on courses for automotive and other industries, has not held any courses. The Washington-\u00adbased company offers classes in the U.S. and Canada. Owner Michael Cochenour doesn\u2019t expect classes to resume until June and July, although many questions still need to be answered.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cI\u2019ve been e-mailing customers and trying to keep close contact with them to see when they will be ready to start,\u201d he said. \u201cI know customers most likely won\u2019t be ready until their state opens up, and even then, what will be the safety precautions we need to follow? Are we going to need to limit class sizes or bring in PPE [personal protective equipment] to do the classes?\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">He added that he already limits hands-on classes to 10 technicians. Further limiting class size might make it not cost-effective for the customer.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">That might not be a problem for some \u2014 he\u2019s making an exception for a client who had a special request for a May training class for four technicians.
