Consequently, grey fleet also includes those vehicles bought via an employee ownership scheme, a privately-rented vehicle as well as privately-owned vehicles.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">When they are driven on company business \u2013 often in return for a cash allowance or fuel expense \u2013 these vehicles fall under the responsibility of an employer. \u201cOwnership of the asset is irrelevant,\u201d says Caroline Sandall (pictured), chair of fleet operators association ACFO. \u201cBusinesses, as responsible operators, have a duty of care to extend management of a fleet to those who may only drive occasionally .\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201c<a style=\"color: #0000ff;\" href=\"https:\/\/www.fleetnews.co.uk\/news\/fleet-industry-news\/2019\/04\/16\/licence-check-backs-acfo-call-for-better-grey-fleet-management\" target=\"_blank\" rel=\"noopener noreferrer\">The grey fleet requires managing<\/a> and the fleet team is best placed to undertake the task.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">RoSPA fleet consultant John Greenhough agrees. \u201cWhile the vehicle \u2013 and any mileage claim \u2013 may have a different classification for tax purpose, the use is not classed any differently for health and safety purposes,\u201d he adds.\u00a0\u201cIt must be subject to the same policies of safety that apply to the company\u2019s own vehicles that includes: insurance, tax, MOT, service and licence status.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Q2: Do you know what they are driving?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Yes: go straight to question 3<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">No:\u00a0According to the BVRLA, private cars used for work purposes tend to be an average 8.2 years old with CO<sub>2<\/sub> emissions of 152g\/km.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">In contrast, the average CO<sub>2<\/sub> of Lex Autolease\u2019s company car risk fleet in July 2019 was 107g\/km.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">As well as more efficient, company cars also tend to be safer: their age means they are more likely to be fitted with advanced driver assistance systems than grey fleet vehicles, reducing risk.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cUnderstanding the make-up of the grey fleet is essential for accurate reporting on all measures \u2013 not just environmental impact \u2013 and can be achieved through a comprehensive grey fleet audit,\u201d says Paul Coley, of Lex Autolease. \u201cThis audit then forms the foundation of a managed grey fleet policy, to ensure these vehicles are not only fit for purpose but remain that way.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">John Greenhough, of RoSPA, adds that a simple spreadsheet can suffice when it comes to performing this audit.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">He adds: \u201cOlder vehicles may run on older Euro standards \u2013 Euro 6 is the current standard.\u00a0They might also have higher emission levels and lower safety standards.\u00a0But it\u2019s worth bearing in mind that at the time of first registration they met the standards of the day and as long they meet the current MOT standards they remain compliant.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Q3\u00a0Do you place restrictions on what they are driving?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Yes: go straight src=\"https:\/\/cdn.fleetnews.co.uk\/web\/1\/root\/fleet-news-rospa-2018-w555-h555.jpg\" alt=\"\" width=\"135\" height=\"203\" \/>No: There are many reasons an employer may wish to restrict the type of grey fleet vehicle a driver uses, including safety, efficiency and brand image.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">The road safety charity Brake\u00a0recommends fleets stipulate minimum Euro NCAP safety ratings, vehicle age, emission levels, required safety features and essential breakdown cover.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cMany companies have minimum standards when it comes to choosing company vehicles \u2013 like age, engine size and fuel type,\u201d says John Greenhough (pictured), of RoSPA.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cThis is easy for a company to manage as they are responsible for the purchasing and disposal process.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cFor a grey fleet vehicle, this may not be so easy as the driver may not be able to afford a new vehicle or less able to exchange on a regular basis.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cNonetheless, companies can take the decision to enforce certain criteria on the use of a vehicle \u2013 provided they have suitable alternatives for an employee to use for work purposes if required.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cAmong the primary objections to using a vehicle would be the type \u2013 for example, no soft top convertibles due to ease of entry or higher risk of injury in a roll-over collision.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u00a0\u201cAnd then, of course, there\u2019s the whole question surrounding emissions \u2013 this is more the case now than ever before with many towns and cities charging an emissions tax on vehicles, or a vehicle not meeting the company policy on carbon emissions.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Greenhough adds that the age of the vehicle can be less of an issue. \u201cIt would be easy to pillory older vehicles on the road,\u201d he says.\u00a0\u201cBut \u2013 as with all risk assessments and recommendations \u2013 solutions need to be reasonably practicable.\u00a0And it would be financially ruinous for most businesses to enforce all drivers to have a modern car that\u2019s less than three-to-five years old.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Q4 Do you know why and how far they are driving?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Yes: go straight to question 5<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">No: An organisation is not going to be able to control its grey fleet until it understands how and why employees use their own cars for business.\u00a0Sometimes it may simply be for convenience or that the staff member doesn\u2019t know any better, but without a mileage claims system that records every trip, more cost-effective and safer alternatives cannot be put in place.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Journey patterns and mileage can also be collected automatically by using telematics or a mobile phone app.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cEmployees who \u2018guess-timate\u2019 or even exaggerate the distance covered will cost a business more,\u201d says Lex Autolease principal consultant Paul Coley.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cMonitoring mileage claims and having checks in place \u2013 such as cross-referencing mileage against an employee\u2019s diary \u2013 can help uncover these situations and ensure mileage is kept under control. \u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cEqually, identifying specific activities or clients that are high-mileage can help businesses drive efficiency, possibly via phone and web links instead of face-to-face meetings.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Coley adds that a grey fleet driver\u2019s mileage requirements can also help inform the most appropriate transport solution for them.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cUp to a certain limit, a daily hire car can be more cost-effective than a grey fleet vehicle and, for longer trips, public transport might be better,\u201d he says.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cWhere ad hoc drivers are covering more than 6,000 business miles per year in grey fleet vehicles, an organisation should look at why they don\u2019t have a company car or a cash allowance option.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Q5 Do you record driver and vehicle documentation?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Yes: go straight to question 6<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><img loading=\"lazy\" class=\"img-responsive alignleft\" src=\"https:\/\/cdn.fleetnews.co.uk\/web\/1\/root\/richard-hipkiss_w800_h800.jpg\" alt=\"\" width=\"135\" height=\"202\" \/>No: Employers have a legal obligation to ensure all vehicles used for work purposes \u2013 irrespective of who owns them \u2013 are safe and properly maintained and that drivers are licensed and insured.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Driving licence checks can be made directly with the DVLA \u2013 either via a third party or online with a driver\u2019s consent \u2013 to ensure eligibility to drive.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Richard Hipkiss (pictured), managing director of Fleet Operations, said: \u201cHaving a full view of employees\u2019 driving history and endorsements will also help in assessing their risk profile and their overall fitness to drive.\u00a0Drivers who are deemed a higher risk \u2013 for example, those with nine points on their licence \u2013 who may potentially have a higher risk of losing their licence, should be checked more frequently.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cInsurance and MOT documents should also be checked on all non-company cars at point of renewal, rather than a fixed annual date.\u00a0MOT certificates should also be checked on all non-company vehicles that are over three years old and employers must be satisfied that motor insurance covers employees for business use.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Q6 Do you offer alternatives\u00a0to grey fleet vehicles?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Yes: go straight to question 7<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">No: There are often occasions when grey fleet vehicles will offer the most convenient transport option for employees.\u00a0However, this is not the case. <a style=\"color: #0000ff;\" href=\"https:\/\/www.fleetnews.co.uk\/news\/fleet-industry-news\/2019\/07\/22\/finalists-announced-for-brake-s-uk-fleet-safety-awards-2019\" target=\"_blank\" rel=\"noopener noreferrer\">Brake<\/a>\u00a0recommends that employees should avoid unnecessary travel and, instead, transfer essential travel to more sustainable modes of transport other than driving, such as public transport, walking or cycling.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Many other options also exist, such as pool cars, car clubs and daily rental, and these can offer a cleaner and more cost-effective mode of travel than an employee using their own car.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cCost-benefit analyses will often highlight how long journeys, in particular, can prove more cost-effective in alternative modes of transport, such as rental vehicles,\u201d says Richard Hipkiss, of Fleet Operations. \u201cBut business travel is evolving as we enter a brave new world of mobility management \u2013 and this is simplifying decision-making.\u00a0This is underpinned \u2013 in no small part \u2013 by technological developments and the emergence of Mobility as a Service (MaaS).\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Hipkiss points to smart data analytics tools, for example, as being a major way that fleets can control cost while facilitating more effective mobility decision-making.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">He adds: \u201cIn some cases it may be determined that alternative modes of transport to those taken in grey fleet vehicles can bring a number of financial, risk and environmental benefits. These might range from cutting journey times, inflated mileage claims and parking costs to reducing a company\u2019s carbon footprint.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Q7 Do you have a formal grey fleet policy?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Yes: go straight to question 8<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">No: Grey fleet policies help to formally reinforce company car expectations and individual driving for work responsibilities.\u00a0This should detail everything from overarching corporate objectives to employees\u2019 code of conduct.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">An accompanying driver safety handbook is also recommended to provide advice on everything from driving in adverse weather to dealing with fatigue.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cThese documents are crucial, as they will clearly define company policy and reinforce legal responsibilities of both the company and the driver,\u201d says Malcolm Maycock, managing director of Licence Bureau.\u00a0\u201cYour drivers should sign to confirm they have received, read and understood the document.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Once formulated, the policy should be communicated to employees at all levels.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cIn some cases, crucial safe driving advice may receive better engagement in digestible formats such as short videos, animations or pictorial guides,\u201d adds Hipkiss, of Fleet Operations.\u00a0\u201cIn some circumstances, it may even be possible to link policies and procedures to employment contracts to ensure they\u2019re effectively enforced.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Q8 Do you enforce your policy?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Yes: go to the score ratings below<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">No: Your grey fleet policy has been written, signed off and successfully communicated to all drivers, but there is one more hurdle.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">The last thing you want to happen now is for drivers to overlook its contents \u2013 or even ignore them \u2013 which is why it is important to enforce the policy.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">Some organisations are set up so the fleet team is responsible for triggering mileage expenses authorisation, and refuses to do so unless documents are up to date.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\">\u201cIt can be a carrot and stick approach when it comes to engag-ing employees on the compliance journey,\u201d says Licence Bureau boss\u00a0 Maycock.\u00a0\u201cBut, taking the time to explain the reasons for policies, providing simple and straightforward mechanisms of contact and establishing sound processes to make the journey as seamless as possible play a vital role.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #0000ff;\">How did\u00a0you score?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><em>How many questions did\u00a0you answer \u2018yes\u2019 to?<\/em><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>8\u00a0<\/strong>Congratulations, you\u00a0are operating an\u00a0efficient and compliant grey fleet, but keep up the good work \u2013 there is no room for complacency.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>4-7<\/strong>\u00a0Good effort.
